Minister of Law Announces the Indonesia Proposal at IDC 2025, Strengthening Copyright Protection for News

Jakarta, October 22, 2025 – Indonesian Minister of Law Supratman Andi Agtas officially announced an initiative to propose a better global governance and regulations on royalty protection for creative industry, including news or journalistic content, to the World Intellectual Property Organization (WIPO). This proposal marks a breakthrough and a multi-sector effort reaffirming Indonesia’s commitment to strengthening copyright protection for news and protecting media independence amid the digital disruption brought by Artificial Intelligence (AI).

Minister Supratman Andi Agtas emphasized that the proposal –which is known as Jakarta Protocol– is a crucial milestone in upholding the nation’s intellectual sovereignty.

“For the Ministry of Law, we sees our main duty within the royalty ecosystem is to provide protection for creators,” said Supratman in his keynote speech at the Indonesia Digital Conference (IDC) 2025, organized by the Indonesian Cyber Media Association (AMSI) under the theme “Sovereign AI: Toward Digital Independence”, at The Hub Sinar Mas Land, Jakarta, on Wednesday (October 22, 2025).

According to the Minister, when a creation exists, legal protection must also be present so that it provides economic benefits to its creator.

“Copyright protection should not stop at formal recognition, but must also provide fair economic value to creators and publishers,” he stated. If copyright is protected but carries no economic value, he added, that alone is not enough to ensure protection for the welfare of creators.

Through the Ministry’s digital system, copyright registration can now be completed quickly and easily. Within just two minutes through the official website of the Directorate General of Intellectual Property, a certificate—representing the state’s acknowledgment of its citizens’ intellectual works—can be issued.

Supratman also underlined the importance of publisher rights and protection for journalists and media workers amid growing digital disruption. He reminded that the media is one of the main pillars of democracy. When the media loses its independence and its ability to optimize the value of its journalistic works, democracy loses its vitality.

“From that awareness, the Jakarta Protocol initiative was born,” he said. Supratman explained that the Jakarta Protocol emerged from his reflections during various international forums, particularly the World Intellectual Property Organization (WIPO)—a UN body overseeing intellectual property rights. In these forums, he highlighted the importance of fairness in the distribution of royalties between digital platforms, the publishing industry, and creators.

“I’m not talking about rates, but about fairness. Why do digital platforms receive 30 percent, local industries 50 percent, while creators only get 15 percent? This is what must be fought for,” he said.

The Minister invited all stakeholders in the media ecosystem to help the government refine the Jakarta Protocol proposal. This initiative has been officially scheduled for discussion at the next WIPO session in Geneva, Switzerland, in early December 2025.

In addition to regulating royalty distribution for copyright license holders, the Ministry of Law has also prepared provisions that allow intellectual property certificates to be used as collateral for loans. Indonesia thus becomes the 15th country in the world to recognize intellectual property as an intangible asset with economic value.

Supratman concluded by stressing that protection for media workers and journalists is the foundation for the sustainability of the media industry. “We must protect from the ground up, we protect the journalists and media workers, so that media companies can also be protected,” he said.

At the end of the IDC opening ceremony, AMSI’s national board symbolically presented an official declaration of support for the Jakarta Protocol initiative. A white canvas filled with the signatures of all AMSI regional leaders from 28 provinces was handed by AMSI Chairman Wahyu Dhyatmika to Minister Supratman. “If copyright protection for news content can be included in national and global regulations, this will be Indonesia’s historic contribution to the digital independence and integrity of our information ecosystem,” said Wahyu.

This year, AMSI organized the annual Indonesia Digital Conference (IDC) 2025 at The Hub Epicentrum, South Jakarta, on October 22–23, 2025. This year, IDC raises the theme “Sovereign AI: Toward Digital Independence,” highlighting the importance of tech sovereignty and independence for the media industry in facing the wave of AI-driven digital transformation.
